This is a printed postcard used to raise funds for the National Congress on Unemployment and Social Insurance.  It shows a picture of an unemployed worker and has the quotation from President Franklin D. Roosevelt asking, "Are you better off than you were last year?" with the answer "NO.  We Therefore Demand Unemployment and Social Insurance."
